Dairy Hygiene Products in Tenders and RFQs: How to Prepare a Winning Bid

·2 min read

When Dairy Hygiene Products Enter Public Procurement

In several AgroLyne target markets, large commercial farms, government veterinary programs, and dairy development projects procure hygiene products through formal tender or RFQ (Request for Quotation) processes. This is common in Uzbekistan (state farm procurement, donor-funded agricultural development projects), Iraq (Ministry of Agriculture programs), and North Africa (FAO and regional development project procurement).

Understanding how to present dairy hygiene products in a tender context — and how to prepare for an RFQ process — is relevant for both buyers specifying products and for suppliers responding to procurement calls.

What a Typical Dairy Hygiene RFQ Specifies

A well-written RFQ for dairy hygiene products should specify:

  • Product category and intended use: post-milking teat dip, alkaline milking system cleaner, etc.
  • Active ingredient requirements: e.g., "minimum 3,000 ppm active iodine for teat dip"; "alkaline milking system cleaner with minimum 3% NaOH equivalent" — specifying active ingredient minimum guarantees performance rather than allowing any product meeting only a label claim
  • Pack sizes and quantities: container size (1L, 5L, 20L, 25L, 1000L IBC), quantities needed per delivery and per year
  • Documentation requirements: Certificate of Analysis, SDS, Certificate of Free Sale or equivalent
  • Delivery terms: destination (farm, warehouse, port), and whether CIF or Ex Works applies
  • Shelf life requirement: minimum shelf life remaining at time of delivery

Common Buyer Mistakes in Dairy Hygiene Procurement

Specifying by brand name only: this limits competition and may not achieve best value. Specifying by active ingredient minimum concentration and efficacy criteria allows compliant alternatives to compete.

Not requiring CoA per batch: a product label can claim a concentration the batch doesn't meet. Requiring a Certificate of Analysis per lot protects the buyer.

Evaluating on price alone: the cheapest product at the right concentration may not be available. Products offered below a plausible price for the active content at the stated concentration are worth examining.
